The New PPWR Regulation: New European Directives for Sustainable Packaging

The packaging industry continues to demonstrate that it is a dynamic and innovative sector, tackling the most stubborn challenges head-on. Finally, after years of intense negotiations, on April 24, 2024, the European Parliament approved the final version of the Regulation on packaging and packaging waste, known as the PPWR (Product Packaging Waste Regulation). This new regulation will replace Directive 94/62/EC, which has proven to be outdated and ineffective in managing packaging and its related waste. The new legislation aims to harmonize national laws and promote sustainability throughout the European Union, providing a clear regulatory framework for producers, distributors, and consumers.

What does the PPWR Regulation entail?

The PPWR introduces a series of measures aimed at incentivizing the use of recyclable and sustainable materials, improving collection and recycling practices, and reducing the amount of unnecessary packaging. Among the main innovations, the obligation for eco-friendly packaging design and stricter requirements for biodegradability and recycling stand out. The regulation also aims to encourage the use of alternative and reusable materials within a circular economy framework. Therefore, there will be a ban on certain single-use packaging, which will lead to significant changes in consumer habits, such as the elimination of plastic bags and other unsustainable packaging. All packaging placed on the market must be recyclable, with specific targets set for the use of recycled materials: for example, by 2030, 30% of the plastic in any packaging must come from recycling. By 2038, only highly recyclable packaging (Classes A and B) will be allowed to be marketed. Member States will therefore need to decrease the per capita volume of packaging waste by 5% by 2030, by 10% by 2035, and by 15% by 2040.

The PPWR also introduces a harmonized labelling system that will provide clear information on the composition of packaging, thus facilitating waste separation. Both producers and distributors will need to inform consumers about the reusability and content of recycled materials, using clear pictograms and QR codes for more details.
